Here's the finished product:
1. Open the image that you want. I'll be using a photo of the veronicas.
2. After you got your image, create a new layer.
 or click Shift+Ctrl+N>OK
3. Click the Paint Bucket tool and fill the paint bucket with the colour #FFA200 and fill it on the new layer. (Opacity should be 100%)
then it will be like this:
4. When you're done filling, make sure you have your layer window opened, if not press F7. In the layer window, change the blend mode to Multiply and opacity to 32%.
5. Now, create a new layer again.
 or click (Shift+Ctrl+N)
6. This time, fill the paint bucket with #00379D. Same, fill it on the new layer you've just created. (Opacity= 100%)
you will get like this,
7. When you're done filling, change the new layer's blend mode to Exclusion and opacity to 30%.
